The TOML specification (v1.0.0) requires all documents to be key-value tables (dictionaries) at the root level. When converting a JSON or YAML root array (e.g., ['a', 'b']) or a scalar string into TOML, the converter wraps the data into a root table (e.g., items = ['a', 'b']) and displays a structural fidelity notice.
